and the title doesn't sound like a total fee restructuring of the state to me.

Well folk HB 1055 passed. I am proud of our Rep. Martin Scott for voting no on this bill and also on House Bill 1283. 1283 passed also and they are both now over at the senate. I spoke with Rep. Scott who told me he viewed this as a tax increase. He said unless you cut spending the same amount of the new revenue amount it is a tax increase. I agree. That would be kind of like raising the millage rate and calling it a millage rate mdernization and not calling it a tax increase. It will be interesting to see how our Senator votes on both of these matters. Please read the bill. It has a lot of stuff in there. One huge increase is that the contract for fire service that the county pays to the state goes up from 4¢ to 10¢ per forest acre. Guess where that comes from? Millage rate money. Now folks you have to read this bill. When you hear a legislator tell you it is just going up a little to keep up with times I call BS. You can not read 1055 and tell me it is not just a plain tax increase. www.legis.ga.gov/legis/2009_10/fulltext/hb1055.htm

Dear General Assembly, I was really impressed with you having, one of the people that I think is a great songwriter and performer, Jennifer Nettles, there today to give her experience with 4-H. I was inspired as someone who regularly sponsors 4H. Today, I read House Bill 1055(HB1055). The house side of your body passed it one hundred to fifty-seven. I am very happy that my Representative(in the 2nd) decided not to vote for this measure. Even if the 23 excused or the 10 not present would have voted against it, the bill would have still passed. I am sure after comments from some of your members this year you will decide this is a fee modernization and not a fee increase. I beg to differ. How can you blast the Universities of this great State in one breath for cutting 4H and extension programs and then increase fees on farmers in HB1055. On my first reading of HB1055 I thought it was a tax increase, mostly because of the 70 pages. On my second reading I felt like it was a direct slap in the rural counties face. Moreover, you pretended support for 4-H'ers is almost disgusting. I can see a huge increase just in the fire protection fee from $0.04 to $0.10 an acre. I am only ashamed Miss Nettles spent so much of her precious time to make you feel good about yourselves today. I am sure HB1055 will hit the rural counties next year like a bat in the head. I was really shocked you didn't add an increase to fertilizers or seeds or organic farmers or grocery store. Oh I am sorry you did. I can only hope this measure will only fail in the Senate.
PS. If you increase fees, please decrease the budget by the same amount or this is a tax increase in my book.

I have to agree! But to some (that will ask Mullis) would say that it only brings Georgia In-Line with other surrounding states. I am proud of Scott on this issue and have to agree with his thoughts on the Bill. Raising Fees or taxes right now is just a bad idea. Plain and simple...................

Looks like last week the independant went to press with an article with what they called a complete list of fee increases. http://www.discoverdade.com/themountain ... 112010.htm It appears the commission passed out a list. Which the article called a complete list of fee increases. Question one did you go through the list to check the county? Question two did you question to see if the amount raised was that specified by the bill or the amount the county was allowed it to be raised to? Question three how come the list doesn't list all the fee increases as listed in HB1055? Question four why did you not specify how our local legislatures voted on this bill? Question five if you need some help with seeing how our Senator felt on this bill see my post: mullis-not-related-to-the-cast-of-deliverance-fees-going-up-t226.html Here is a hint. When half of my market bulliten is filled with legals of fees going up for agriculture maybe you can get someone at the extention office to write an article on all of the fees going up. Here is a little link to help you: Just start clicking on the links on this page: http://www.agr.georgia.gov/portal/site/ ... 01020aRCRD

Wow this bill just keeps getting us all the time. Look what I am going to get charged and read what they posted when I print out deeds on my printer. This is inaddition to the monthly service charge I pay them. Thank you for voting for this.

House Bill 1055 became law on May 12, 2010, requiring Clerks of Superior Court in Georgia to charge the public a fee of $0.50 per page printed/copied of certain public records. Prior to May 12, the statutory fee for printing such documents was $0.25 per page.
The document images on this website are provided by the Georgia Superior Court Clerks on a strictly voluntary basis. The use of the images by the GSCCCA is governed by an agreement with the Superior Court Clerks stipulating that the GSCCCA must charge the same price for prints as clerks do locally in order to make up for the revenue lost at the courthouse. The GSCCCA DOES NOT RETAIN any image print revenue collected on this website. Rather, all print revenue is returned to the county where the document images originated.
With the passing of House Bill 1055, the GSCCCA will be increasing the fee associated with images printed on this website from $0.25 per page to $0.50 per page. This change will be effective MAY 24, 2010.
