Creating a non specific time for a regular meeting would be in my opinion a violation of the open meetings act. A person would not know when to show up for an item to be discussed. For example would the work session last 10 minutes or four hours? If the intent of changing the meeting is so that an earlier time can be had so full time people can go home then the regular meeting should have an definate start time that is earlier than 7:00. This would be a shame since most residence commute to Chattanooga and getting off at 5:00 the 7:00 meeting barely allows for time to take a shower or get a bite to eate prior to the meeting. Likewise meetings in the community when 3 or more commisioners show up are considered meetings. See ACCG Guide to open meetings and records. We do not think a sliding open meeting time is valid and will not stand up. Further, outside of what we believe is a violation by having a starting time, the commision needs to make sure and advertise a special called meeting with an agenda, community meetings when three or more of its members show up.

On further review, the 6:00 meeting could be changed to a regular meeting with a work session on the agenda. this would be ok. So why even have a work session. Work session was designed for committees to meet in kind of like break out sessions so the meetings could be open to the public. The meeting has been for years at the work session with basically only a vote happening at the meeting. So I say eliminate the work session incorporate all the elements into the regular meeting and have it at 7:00.
