Went by the “New” Civic Center and got a good look at it. My Impression in light of the new Beer and Wine hoopla... the City Of Trenton has built the perfect building to sell it in. Reminds me of the Mine Restaurant that sit on a hill on I-285 in Atlanta where I spent many hours when I was younger. I will say that it would look more in its element in a western mining town than in Trenton Ga. But however it will be a good place to get a “Dog and a Beer” and watch the ball games down the hill.

They will need to do something to be able to raise money for this project. I know that S.P.L.O.S.T. funds paid for the building (well most of it) but the utilities and upkeep will be another story. I don't think the "Doggie Adpotion" fee's will cover the cost. I still say that it was a bad investment for the City of Trenton.

This is the way it will be … Picture this in your mind. Hot summer afternoon at the “Mine Head house” (AKA Trenton Dog Adoption /Civic Center) sun bearing down on the roof on the porch and a few rockin’ chairs spread around so the weary can rest their tired and hurting bones. In the background the chorus of barkin’ dogs and the noises from the” Beer on Tap” room permeate the late evening heavy air. A few locals wonder in, not to adopt a dog, but to get a “Tall One” to make the troubles of the day go away for a while. Bubba and the Boys has been looking forward to this all day in that they have been diligently looking for the new Industrial Park they had heard so much about, were jobs were plentiful and the pay scale was unreal. Bubba and the boys wondered outside to rest their weary bones on the porch and kick back a little while they waited on the newest professional baseball players to take the field. Bubba felt this was the highlight of the week to be able to “hang” with his “Best Buds” on a hot afternoon and enjoy the Ball game where the price of admission was a few brews on the porch. It was 15 min to game time when out of the blue, a bunch of dogs escaped and started running wild around the porch. Bubby and the boys did their best to protect their “Tall Boys” but there was a bulldog that had a taste for beer and would not be denied. Mass pandemonium ensued and a lot of swearing and kicking started. The determination of Bubba and the boys to protect their “Tall Boys” was equal to the bulldog’s determination to acquire one. After hearing this morning on the "Fluffer" radio station, I have finally had the last word on the Civic Center. Seems over a year ago (go back and look for Civic Center topics) in the past topics, that I said the whole deal stank of the fact of the WAY it was BID and awarded, Now it seems they need ANOTHER 70 grand to FINISH it... I had said all along that the Bid was FIXED and now it shows. Not to mention that FACT that the CIty had to pay for all the Dirt work (ROCK) along with digging all the water, sewer and power by using it's City workers and equipment. So how much does the City really have in this "Bar Looking" pet adoption center? Well, it's not over yet.

(I knew they would)..lol..lol... Contractor was able to "Work" with the City and Get-R-Done with a Bid? Wonder if it went out for Bid? In Trenton? NNNAAAW just because it's a law don't mean anything. I just posted on this topic so everone can see from what was said on this project for the past few months, but in the end it was like the beginning. It IS what It IS!!!!!

I know the site where it is supposed to be going and all, but geez, that building on that lot just doesn't make sense. I see all that landscaping in the front of the drawing -- and wont that be were the parking lot is going to be? What about the house that is behind it? USUALLY, these kind of drawings are supposed to include the surroundings as they exist OR will exist when completed. Looks like a lot more money than projected to me -- AND a lot of landscape 'up keep' as well! Attachment:

They are bound to build a Civic Center and nothing is gonna stop them. The landscaping can be done by Mrs. Gass and the garden club ladies. It will be a beautiful building that will serve Trenton and All of Dade County with a place to adopt animals. I'm getting tingly just thinking about it... With the main question that was asked in the meeting... When will it be done....lol...lol... It sure is a pretty drawing isn't it?

I would first like to THANK Summer for "Stepping Up" and asking the questions and writing the article. It's about time that someone ask and then print the answers so the whole county or city can make up it's own mind. After reading the article however, I have more questions than I really got answers but that's not the fault of the reporter. First of all, it was not PUT OUT FOR BID by the normal process. Was it a call invite to bid? I have done some re-search on this form of bidding and what does it really mean. Is it a design build bid? Sounds like to me as if it was. You just create as close to the orginal drawing changing certain things (done by the bidder) to lower the cost, then the City looks at that an sees if that will work for them. They want you to believe that it is only the change of building products that lowered the cost but that isn't always the case. They can even change the design of the building or the square footage to fit the cost. I wonder why not use the "cost plus" bid and let it be a little more fair to the builders who need the work. It takes the cost of the building and let's the builders bid on the percent that they will add for their time, like the percent of one being 10% and maybe the other being 9% and winning the bid on an equal playing feild. This project was gonna git done no matter what the cost and how it was done, and I'm just glad that Summer asked the questions. I wonder how many people will even realize what is going on?

The city put the Community Center out for re-bid with the option for the contractor to make changes to the design or to materials in order to save money.
“And after we reviewed all the proposals we went with the contractor that was able to keep the design as close to the original as possible and do so at the lowest possible cost to the tax payers,” Cannon said. “This was an option that the city attorney recommended and after a discussion with the architect it was agreed upon that this was the best option.”
HHHMMMM I just wonder???????? lol.lol..lol.....lol.........lol......

I know with the County Courthouse it was done by Lawson after the County had done alot of the fill. The Same contractor has the project bid but did it include this part of the job. Looking at the site, I would say that alot of works needs to be done in order to get ready for the Building. It can in itself run into thousands of dollars, just look at the Site where the Challenged Home is being built and still not ready for the building after all these months of filling and getting ready...

Guess the money needed to FINISH the project wasn't in the "Best Value Bid"....

Commissioner stated that McBryar and Son has accepted an offer from the City to "Value Bid" the construction of the Community Center. After 20 years of Construction, I had never heard of "Value Bid" before now. So I took the time to look it up and this is what it says.
Under the “best value” process, a committee appointed and ranks each bid according to a number of subjective factors, in addition to bid price. Unlike the previous “lowest responsible bid” process, where each prospective contractor is present when the sealed bids are opened and the contract is awarded, the “best value” process is conducted in private.
“Not only will this ‘best value’ process waste taxpayer dollars by adding unnecessary red tape and eliminating competition, it will also provide politicians ample opportunities to offer closed-door, sweetheart deals with little or no accountability,”

In Cannon’s absence, Ronnie Page, parks and recreation director, described progress on the building, asking the commission for $80,000 to complete the work.
After much discussion, the commissioners instead agreed to part with $70,000, which they elected to take from a $200,000 SPLOST fund earmarked for the construction of a bridge over I-59, a project unlikely to be launched any time soon. (See associated article.)
Page detailed the history of the civics center: Originally the commissioners had been given an estimate of $615,000 for the project start-to-finish, which in hindsight Page said they should have snapped up. “But we didn’t have it,” he said.
So a more modest plan was made for $520,000, but needed aspects had been left out, and putting them back in had pushed the total up to pretty much the original asking price, said Page.
Among the improvements needed to make the place usable, Page and Better Hometown Manager Peter Cervelli told the commissioners, were resurfacing the parking lot, completing a patio area, and purchasing kitchen appliances and an audiovisual system so that the building could be rented out for concerts, dinners and plays, purposes for which it is intended.
Two renters had already booked the place for January, said Cervelli, but Commissioner Tommy Lawson stressed the idea behind the building was not to generate income. “It was not built to recoup money,” he said. “It was built to be a community center.”
