I don't think this bill has a chance of passing. If it did Senator Mullis could not work for the JDA anymore. as introduced:

To amend Chapter 1 of Title 28 of the Official Code of Georgia Annotated, relating to general provisions regarding the General Assembly, so as to provide that it shall be unlawful for any member of the General Assembly to receive compensation of any kind or anything of value, either directly or indirectly, from any political subdivision located in whole or in part in the House or Senate district which such member represents; to provide that it shall be unlawful for any political subdivision to employ or pay compensation of any kind or anything of value, either directly or indirectly, to any member of the General Assembly whose House or Senate district includes such political subdivision in whole or in part; to provide an exception; to provide for related matters; to provide an effective date; to repeal conflicting laws; and for other purposes. BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: SECTION 1.Chapter 1 of Title 28 of the Official Code of Georgia Annotated, relating to general provisions regarding the General Assembly, is amended by adding a new Code section to read as follows:"28-1-8.2.(a) It shall be unlawful for any member of the General Assembly to receive compensation of any kind or anything of value, either directly or indirectly, from any political subdivision located in whole or in part in the House or Senate district which such member represents.(b) It shall be unlawful for any political subdivision to employ or pay compensation of any kind or anything of value, either directly or indirectly, to any member of the General Assembly whose House or Senate district includes such political subdivision in whole or in part.(c) This Code section shall not apply to school systems." SECTION 2.This Act shall become effective upon its approval by the Governor or upon its becoming law without such approval. Georgia lawmakers would be barred from doing work for any local government in their district under legislation heard Tuesday morning by a House subcommittee.
The bill’s sponsor, Rep. Bob Smith (R-Watkinsville) said local officials can feel pressure to hire their legislator because of the influence the legislator has at the Capitol.
Under Smith’s legislation, lawmakers would be prohibited from taking pay , or anything of value, from any city, county or school board in their House or Senate district.
The bill could potentially affect the income of a number of legislators who serve as local school board, city and county attorneys, among other things.
“It’s very important ethics legislation,” Smith told the subcommittee members.
Members of the subcommittee said they had concerns that the bill could affect attorneys in the Legislature who are routinely assigned to represent indigent defendants in their county. They suggested that Smith “tweak” the bill and appear again before them later in the week.

With times as hard as they are for common folks needing a jobs, I think it's a good idea to stop all those who are double dipping. I say let the Senator play in Atlanta and let someone who needs a job and will work for it be hired...lol...lol...lol.. But it is happening alot more local than people even realize....
