I said in another post that Martin Scott voted against this. Well the bill passed last night in the Senate. It came as to no suprise to me that Mullis voted yes on this and all the admendments with it.
As I understand one of the admendments eliminates the insurance premium tax. If this is true and it eliminates the county portion this tax you can expect a millage rate increase.
Last night, our colleagues in the Senate passed the Hospital Provider Payment Agreement (HB 307). I applaud them for moving this legislation forward, but I am disappointed they amended the bill in a way to include a change that is likely unconstitutional and non-germane to the underlying bill. When HB 307 returns to the House for action, as presiding officer, I will rule the measure non-germane. The bill will then return to the Senate where I hope they take proper and sensible action to balance the budget and ensure the General Assembly avoids a special session.
… This is not a time to make last minute changes to major legislation by adopting proposals which have not had a thorough discussion. I look forward to working with the Governor and Senate to pass a responsible budget that includes fully vetted proposals while meeting the needs of Georgians in these difficult economic times.

Here is a better picture of what happened last week in the legislature. It is not as touchy feel goody as we heard this morning. That insurance premium tax cut Jeff mentioned this morning, he for got to mention that it was an admendment to the Hospital Bed or as some call it the sick tax.
