I see them pay off in cash all the time for small winners on lotto tickets at every outlet. If I ever win I don't want to be paid in Snickers bars or cigarettes (I don't smoke) so they'd better be planning on paying me in CA$H. Where does he think the lotto numbers come from, the tooth fairy? They're all hooked up online. They have, or at least did have, online games. This is more symbolism over substance as we enter an election year.
