First I must ask who would have over a $50 charge? Ok. I know there are some examples of when government can charge a fee, but I do not believe this is allowed be the library and will be a violation of the merchant policy. The Article ready set aim

How about that last statement? Does that mean we could just walk in to the library off the street and ask or a cash refund. One they set their late fees so they can incorporate this when setting the fees. They can offer a cash or check discount.
