Here is a little article I did on SB 53 which Mullis is a sponsor on. Note this will increase traffic fines by 50% on any right-of-ways that abut a college. Think how many colleges you pass along I 75. http://www.georgialegislativewatch.com/ ... ies-by-50/

Mullis sponsors (an others signer) bill that will get rid of the requirement for governments to complete comprehensive plans in order to get grants. Here is the bill: http://www.legis.ga.gov/Legislation/en- ... tion=32740
Quote:
A BILL to be entitled an Act to amend Chapter 8 of Title 50 of the Official Code of Georgia Annotated, relating to the Department of Community Affairs, so as to repeal the definition of a "qualified local government"; to provide that comprehensive planning by local governments shall be optional; to eliminate reviews of developments of regional impact; to provide that the department shall provide assistance in planning to local governments; to provide for related matters; to repeal conflicting laws; and for other purposes.
I have a real problem with this bill. Local governments must:
Quote:
Counties and cities must "review, and revise if necessary" their strategy in conjunction with the updates of their comprehensive plan. O.C.G.A. ยง 36-70-28 (b). Comprehensive plans must be updated every 10 years.
http://www.accg.org/library/2010_10_05_ ... lliott.pdf This forces the leaders to look at such thinks as growth, transportation, sewer, trash, water, parks. It also forces them to plan. Typically at the public meetings no-one shows up. The last one we formed a committee of public to help. The reason I am against this bill is that at least it forces the leaders to plan even if they don't want to. If they do nothing more than go through the exercise, at least it makes their brain cells think about such things for a little bit.
