Last month I purposely left out the report that the CRCT for 2010 were in on grades 1-8. This was sort of a test to see if any of the local media would pick up on it or if it would just fly under the radar. When AYP came out I had to do a little report. Afte all Dade has failed 3 out of four times. We had it here first, then the Chattanooga market started reporting it. I and I think Chattanooga can thank one of our friends who reports for the AP only on Education for such up to the minute news on the education system. This being said we need to look at what has gone foul in the Dade County Education system. I personally tend to think it all comes down to one thing that Rex has pointed out on our County and City level and that is accountability.

[url=http://dekalbschoolwatch.blogspot.com/2010/07/georgia-doe-releases-ayp-scores-today.html]Just over 14% of schools are in Needs Improvement status this year, compared to 15.4% last year. Thirty-five schools across the state shook the Needs Improvement label by having made AYP for two consecutive years......

The final AYP report will be released in the fall and will include summer retest scores, summer graduates and appeals.

Compared to initial AYP results last year, the 2010 report shows that:
- The percentage of schools in Needs Improvement status decreased from 15.4% to 14.1%.
- The number of schools in Needs Improvement status decreased from 334 to 305.
- The percentage of schools making AYP decreased eight points from 79.1% to 71.1%.

The percentage of high schools making AYP continues to lag behind. In 2010, just over 33% of the state’s high schools made AYP, a decrease of almost 14 percentage points from 2009’s initial results......

AYP is the formula used to determine if schools are meeting expectations under the federal No Child Left Behind Act. It consists of three parts — test participation, academic achievement and another statistic, called a “second indicator.” The academic goals continue to rise every few years toward a goal of 100% proficiency for all students by 2014. This year, the academic goal for grades 3-8 increased in mathematics and the graduation rate bar went up.

All students at a school, as well as any qualifying subgroup of students, must meet goals in all three categories in order to make AYP. Schools that do not make AYP for two consecutive years in the same subject are placed in Needs Improvement status and face escalating consequences.

There are 305 schools in Needs Improvement status for the coming school year. These schools must offer parents options, such as public school choice or federally-funded tutoring. Depending on how long these schools have been in NI, some may have to make structural or organizational changes to improve student achievement.

In 2009, there were 334 NI schools after the initial results. That number dropped to 278 after retests, summer graduates and appeals were worked into the formula.

One thing to understand is that the stimulas to race for the top money is under achieving schools. So, if we are able to blame our failures on the kids that everyone thinks should fail anyways, we get the money and the blame is passed on to someone else but most importantly not the teachers, the administration, or the parents. One small thing happens when we use blame it on the Special Ed kids. Our finger that we our pointing has 4 pointing back at us. In looking at this statement I find it appalling that administrators across the state our blaming special education students for the systems inadequate ability to forcast AYP problems based on this subgroup. Basically the systems have used the Special Education students as a scape goat. Not only does this seem to work to blame as some will think the “retards” for our schools failure but it brings in more federal money in which for Dade County we can use as it seems to hire more coaches.

[url=http://www.romenews-tribune.com/view/full_story/2946447/article-State-report-says-all-Rome--Floyd-schools-meet-AYP-standards]Floyd County Schools system as a whole did not make AYP because Floyd’s students with disabilities subgroup did not meet AYP requirements for graduation. However as an entire system, Floyd County had a record-high graduation rate at 77.5 percent.

“I certainly would like the system to make AYP, but the fact that we did not make it in students with disabilities for graduation rate ... doesn’t indicate to me that we are a system that did not make progress,” said Floyd County Superintendent Lynn Plunkett.

Many of Floyd County’s students with disabilities did graduate from high school with a special education diploma. This diploma is recognized by the Georgia Department of Education, but the Governor’s Office of Student Achievement does not accept special education diplomas as a completion of graduation. GOSA only counts regular student diplomas.

“We are going to use some of our stimulus funding and are going to hire a graduation specialist that will work systemwide only with special education students, helping them academically,” said Plunkett.

Don't you way the Goverment Education systems compaires Apples with oranges and call them the same as as an end product. This is what our Goverment Education System has come to...It's all about the test...Not learning or education. Like I have said many times "If you can't provide for your childs needs,Food.Clothing, Shelter, Medical and Dental care, and Education...DON"T have them!!!

Well really all I know that the "Excuse" of State Mandates is now been dropped for "It's the kids fault". Such a shame that folks will let this slide (again) here in Dade County. But like it had been said, they will promote the school system as second to none, and so that tells me that we don't need imoprovement. Now which is it? A failing grade or second to none? I NOT saying that we have a BAD school system but at least be the ADULT and admit when you aren't doing your job. You LIVE by what the State says and you DIE by what the State says...But don't BLAME THE KIDS!
